This index which details the name, declaration date, residence in Vermont, years as resident, origin and age at declaration first appeared in Ulster Genealogical & Historical Guild Newsletter number 8 (1982) and was inputted by David Keane & Ronnie Hastings.

"The source material on which this index is based is contained within the Records of Franklin County Court, St Albans, Vermont; the entries all relate to Declarations of Intent to become a U.S. Citizen in the period 1839-1900. The Declarations have been extracted by the month and year of the court session. The information has been copied as recorded by the Clerk of the Court, so many cases are found of phonetic interpretation as well as downright carelessness. Every declaration found has been recorded, although some state the place of origin simply as 'Ireland' "
